Ludhiana: District Transport Office (DTO) has failed to recover tax worth Rs.10,40,935 from 51 mini bus owners, resulting to which the government exchequer is suffering huge loss.
Under Section 3 of the Punjab Motor Vehicle Taxation Act, 1924 as amended in November 2007, the government in respect of mini buses registered in State of Punjab specified MVT (Motor Vehicle Tax) of Rs.30,000 per annum per bus. The Punjab government notification (No.83503/2 dated 8.8.2013) revised the rate of MVT at Rs.50,000 per annum.
However, the authorities claimed that MVT is payable in advance for full year or quarterly in four equal installments. Importantly, official data claimed that under Section 4 (1), the owner of mini bus is required to make declaration in the prescribed form stating the prescribed particulars of payment of MVT.
Information of these records was taken under RTI, activists Rohit Sabharwal has taken all the information and claimed that department is not interested to recover the pending dues of around Rs.10 lakh.
During online tax verification and test check of records that clarified that declaration of MVT in the prescribed form (return) and MVT realisation ledger/register of mini bus maintained in the office of District Transport Officer, Ludhiana for year 2014-15, revealed that MVT amounting to Rs.1040935 in respect of 51 mini buses were not realised.
According to the highly placed sources in the department, there are many more scams of pending tax from different transport in different departments but officers failed to recover. However, sources claimed that interest of that pending amount has turned in lakhs as amount is pending since long ago.
Rohit Sabharwal, RTI activists said, “I have pointed out the issues of pending tax many times but it is on the deaf ears of authorities remain silent always. I request the state government to take strict action against officers so that pending dues may soon be recovered.”
District Transport Officer, Ludhiana Dalwinderjit Singh said, “Recovery from mini bus owners is in process as we are regularly taking recovery and would seize the bus if tax would not be paid.”
