Ludhiana: Riding a two-wheeler on the city roads is often a back-breaking experience for motorists, thanks to speed breakers that are not laid in line with guidelines of the Indian Roads Congress (IRC). As the city residents have taken liberty of making their own speed breakers wherever they want in the city without following rules and regulations to make speed breakers. According to the rules and regulations it just the right and duty of the Municipal Corporation Ludhiana and if anyone makes a speed breaker of its own then it is considered as an illegal activity on the road. Despite the fact this issue was raised in the past also butnothing has been done in this regard.
But what to talk about the common residents, the bigwig officials living in VIP area of Mall road could be seen indulging in such illegal activities. In those areas also the speed breakers were made by VIP officials with their own wills without following any rules and regulations. The Municipal Corporation Ludhiana has turned a blind eye towards the illegal speed breakers being constructed in the VIP and other areas of city, which are giving a tough time to the area residents and posing a threat to the life of the residents as it can lead to sware spinal problems.
As according to the IRC guidelines, a perfect speed breaker should have height of 10 cm with a 1.5 metre ramp on both sides. They should be painted with alternate black and white markings and luminous paint is recommended for the better night visibility. Signboards warning riders should be placed 40 metres before the speed breakers. IRC also makes the maintenance of speed breakers compulsory at regular intervals. The mud or dust collected on either side of the hump should be removed and repainting of the markings on the speed breakers must be done regularly.
But the speed breakers made by the city residents on their own does not follow any such rules and regulations while making speed breakers for their own convenience in front of their houses or localities. Most of speed breakers made inside localities or streets are being made at a very short distance which disturbs passer byes and put affect their b=ody mainly back, which should be taken care of by the MCL.
Infact almost all the city areas are affected by this problem. The main areas affected are Phase II Dugri where speed breakers are affected to name a few include BRS Nagar, , Civil City , Chander Nagar, Haibowal, Kitchlu Nagar, Dugri Phase I, SBS Nagar, Mall road, Shyam Nagar, Shastri Nagar, Model Town, Flower Enclave, Basant Enclave, Gururam Dass Nagar, Chd road localaties, city areas etc. The area resident’s rues, “The speed breakers come in our area just at a distance of 50 or 100m only. My vehicle shockers are facing problem due to it and my back has also started paining. It’s not a problem only in our area but wherever I go in city such speed breakers are there. MC should remove them”, rues Harjot Kaur, a city resident who daily moves out of her home for going to work in other part of the city.
Kamaljit Soi, a road safety expert “According to the norms of Indian Road Congress, a warning sign should be displayed 30 metres ahead of the speed breaker. He said the speed breakers should be painted in white and black with thermoplastic paint that reflects during night. No warning signs have been installed on the roads where these speed breakers were constructed.”
Dr Ravinder (MBBS, MD), who is a private Practioner, said “The intervertebral disc works as a shock absorber. When on a bike or a car, there is no sensation on the legs and when the rider jumps on potholes or speed breakers, pressure generated is much higher which can lead to dysfunction of the disc.
The spinal problems could be dangerous. In the case of a pregnant woman, it could prove highly dangerous as it could take the life of the mother and child. These should be made only by the concerned authorities only following guidelines for its making. The Municipal Corporation Commissioner, Ludhiana, Jaskaran Singh was not available for comments despite of repeated attempts.
