Chandigarh: Ministry of Home Affairs (MHA) has sought the reasons from UT Administration of underutilisation of the budget. The UT Administrative officers held a series of meetings
with Administrator V P Singh Bandore on Thursday to chalk out the plans and reasons to be put forth the parliamentary committee in Delhi on February 28. Union Home Secretary
ajiv Maharishi will be representing the UT before the parliamentary committee.
In a letter to UT
Administration, MHA has sought the reasons for the underutilisation of budget allocation in various account heads. Also has sought reasons for decrease in allocation under various heads along with details of funds utilisations under those heads.
The letter reads, “The amount to the tune of Rs 3896.94 crore has been demanded for the financial year 2016-17 whereas in the year 2016-17 a sum of Rs 3534.54 crore was allocated. Is this increase sufficient to meet the needs of UT? How much amount was utilised in 2016-17 and also provide head-wise details and reasons for underutilisation of the budget.”
Sources in UT said that the UT Administrative Officers headed by Adviser Parimal Rai along with Home-cum-Finance Secretary Anurag Aagarwal held a meeting with UT Administrator V P Singh Badnore at Punjab Raj Bhawan on Thursday to discuss the matter. Sources said that during the discussion, the points of reasons have also been discussed with the Administrator.
Later in the evening,
the Adviser also held a meeting with the entire Secretary level officers at UT Secretariat to chalk
out the plan to file the reasoning for the questions asked by MHA. The report on the budget is to be put forth the parliamentary committee on February 28 at Delhi.
MHA also questioned about the reasons for decrease in allocation under roads and transport heads from RS 41.7 crore in 2016-17 to Rs 28.21 crore in 2017-18. The UT has also been asked to give details of funds utilisation under this head. MHA has questioned what the adverse effects would the reduced allocation have on projects undertaken.
MHA has also sought for vacancies of officers’ posts in UT Administration and also sought for measures taken to fill such vacancies. UT has been running short of IAS officers under various cadres.
