Amritsar:Fowwing the directions of Rural Development and Panchayat Minister, Tripat Rajinder Singh Bajwa, a case under sections 409, 420, 467, 468, 471 and 120-B of Indian Penal Code (IPC) has been registered against three sarpanchs of villages falling under Attari block, two panchayat secretaries and one BDPO who, at the time of scam was posted at Attari.
It may, however, be recalled that under “Swachh Bharat” campaign of prime minister, Narinder Modi, a sum of Rs 50 lakh had been sanctioned to the three villages i.e. Basarke, Kotli KNaseer Khan and Daoke of Attari block for constructing toilets in the houses. of theseblocks.
However, Sarpanchs of these villages, in connivance with officials of the department, siphoned off more than Rs 42 lakh out of this amount and did not spend even a penny for constructing toilets in their respective villages.
A complaint in this regard had been made to the Amritsar’s Deputy Commissioner, Kamaljit Singh Sangha, who after taking notice of the complaint, marked an inquiry to District Development and Panchayat Officer(DDPO), Iqbaljit Singh.
The DDPO, after conducting a probe stated that Sarpanch Savinder Singh of village Basarke, Amandeep Singh of Kotli Naseer Khan and Manjit Kaur of Daoke, with support of two panchayat secretaries- Bhupinder Singh and Satpal Singh and BDPO Rajinder Kumar, then posted in Attari block had pocketed funds amounting to Rs 42 lakh and even opened fake bank accounts.
As the scam came to light accused deposited the money back into bank accounts under respective heads of the panchayats.It may, be pointed out that the three Sarpanchs found guilty belong to Shiromani Akali Dal(SAD).
