Chandigarh: A seminar on Special Component Plan for Scheduled Castes (SCP) and Tribal sub-Plan (TsP) was held on Thursday which stressed on the imperative need to bridge the ever-widening gap between SCs and STs and the Socially Advanced Castes (SACs) in the various indices of development and welfare.
Titled as “Workshop on Legislation for Special Component Plan for Scheduled Castes (SCP) and Tribal sub-Plan (TsP) and Scheduled Castes and Scheduled Tribes Authorities and Strategy for Securing It”, the seminar was organised by Davinder Singh, Convenor, North India Unit of National Forum for SCP and TsP (Punjab, Haryana, H.P., J&K and Chandigarh).
Addressing a press conference after the seminar, P S. Krishnan, former Secretary to Government of India and author of the Special Component Plan for Scheduled Castes (SCP) emphasised on the immediate need to bring in national and state legislations to meet the objective.
He added, “In order to fulfill the Constitutional mandate with respect of SCs and STs, it is necessary that SCP and TsP are formulated and implemented by the Centre and States in such a manner that the socio-economic gaps in every parameter between SCs and STs.”
He said compared to the SACs are eliminated by comprehensive, integrated, objective-oriented planning based on the needs and rights of SCs and STs and keeping in view the overarching goals of their economic liberation, educational parity and social dignity”, said Krishnan.
The Special Component Plan for Scheduled Caste (SCP) and the Tribal sub-Plan (TsP) were innovated and devised in the 1970s as comprehensive developmental instruments to secure the due share of developmental schemes / programmes to SCs and STs and a corresponding outlay not less than their population-proportion.
The seminar was presided over by former Deputy Commissioner, S.P. Rai. Dr
Vijay Kayat, Vice-Chancellor, Chaudhary Devi Lal University and Dr. D. Behra, HoD, Pulmonary Medicine, PGI were the guests of honor. The event witnessed participation of eminent IAS/IPS officers, Professor, Lecturers intellectuals and philosophers.
