Chandigarh: Panjab University (PU) established in 1882 as the University of Punjab (Lahore, Pakistan), was one of the India’s oldest institutions, but has been losing its charm in recent times. The prestigious place of a reputed university has been shattered because of financial vows, internal politics and many more reasons.
Asking about the status of the Central University status for Panjab University, the Vice Chancellor said, “This chapter is closed for us. This matter was brought to light earlier when there were elections in Punjab. The history is repeating itself. We cannot expect this matter to be resolved as elections in Punjab are approaching. So, we are just focusing on deficient funds.”
Even though PU Vice Chancellor Prof Arun Kumar Grover said the salary till October-November would be paid on time, the grant from the HRD Ministry is still awaited. “If the Central Government does not release the grant as per the revised budget, Panjab University will close down by January 2017, as no funds are available to pay the salary to the employees after October and November, ” this was stated by the PU Vice-Chancellor while addressing the Senate meeting on September 3.
With the delay in the release of the second instalment of grant by the University Grants Commission (UGC) to Panjab University, the ‘financial crunch’ continues for the authorities, who have to struggle every month to manage Rs 25 crore for the timely disbursement of salaries to 3,000 employees on the campus.
The V-C said on July 11, he had sent a letter contacting revised estimate of the non-plan budget to the UGC Chairman, Home Secretary and even to UT Administration to bring the matter to light. He had requested the UGC Chairmanhim to get the grant from July to September released at the earliest by the HRD Ministry, so that salaries and pension of the staff could be disbursed on time.
When it comes to PU, there was certainly a shortage of regular faculty and the university authorities blamed the fund crunch for it. Talking to Daily Post about the financial crunch at university, the V-C said, “We don’t have funds to pay the employees already working on the campus. How can we manage to recruit more persons? There were around 700 vacancies in April and till now the number is the same. We had to shut down the recruitment process because of scarcity of funds.”
PUTA president Promila Pathak said, “The financial crisis in PU is our main agenda. We will be reaching out MHRD, UGC to come out of this crisis. This is the prime concern we have to look upon. And this university is one of the oldest in the country so there should at least be some special status for Panjab University.”

- The revised budget estimate has envisaged expenditure of Rs 502.11 crore and income of Rs 249.51 crore. The PU Senate approved enhancement in the amount of subsidy for youth/heritage festivals. The minutes of budget estimate committee were also approved. 1. Rs 81.67 lakh have been provided for construction/extension of third floor in existing girls’ hostel at Regional Centre Ludhiana; 2. Rs. 33 lakh would be provided for installation of bio-gas plant at Boys Hostel No 3 PU Campus; 3. Rs 20 lakh would be provided for barbed wire on the compound wall from Gate No 1 to Pharmacy Department in PU Campus; 4. Rs 23 lakh for construction of toilets/washrooms for transgender at various location in Sector 14 PU campus; 5. Rs 25 lakh would be provided for up-gradation of lease line connectivity from 20 Mbps to 100 Mbps at PUSSGRC, Hoshairpur 6. Rs14 lakh would be provided for IT infrastructure at AC Joshi Library and Rs 338.86 lakh would be provided for completion of construction of new houses in PU South Campus.
- The PU Senate considered the Justice Anand enquiry report about a PU faculty member. After lengthy discussion, it was resolved that Dr Neelam Paul be asked to submit an apology to the PU Chancellor and express regret for the inconvenience caused to all concerned in the university as well as withdraw the legal notice sent to the PU Chancellor. The probe report of Justice S D Anand, former judge of the Punjab and Haryana High Court, has held Associate Professor, Music Department, Neelam Paul guilty of submitting false information regarding attending seminars and research papers for her promotion to the post of Professor.
- The PU Senate also approved the issues regarding the promotion and confirmation of certain faculty members. The PU Senate approved the proposal of the committee regarding the adoption of UGC 3rd amendment w.e.f May 4, 2016 and UGC 4th amendment w.e.f July 11, 2016. “The Senate should pass a resolution inviting MHRD to the university so that we can explain the financial crisis to them. The government needs to fund its universities properly,” said Dyal Partap Singh Randhawa, a senator and member of the syndicate.
- UGC has given Rs 90 crore to the university in two instalments, one in June and the other after the appeal to Javadekar. Panjab University Teachers’ Association (PUTA) on September 16 demanded that the varsity should be declared a Centrally-funded university to facilitate release of grants.

- Panjab University is located in Sector 14 and Sector 25 of Chandigarh, spreading across an area of almost 550 acres. Here are eight hostels for male students and nine for girls and one working women hostel and two sports hostels.
- University has 78 teaching and research departments and 15 centers/chairs for teaching and research at the main campus located at Chandigarh. The university has 188 affiliated colleges spread over Punjab and having one rural Regional Centre at Kauni, and three Regional Centres at Muktsar, Ludhiana and Hoshiarpur.There are around 3,000 employee working on the campus.
- Main governing bodies in Panjab University are Syndicate and Senate.
- Syndicate decides policies and academics, recruitment, funding etc. it has V-C as chairman and 12 to 15 fellows elected by faculty for one year. All syndicate decisions go to Senate for final decision.
- Senate is known as PU’s parliament and is final decision making body. Its 97 members have four-year term. Out of 47 are elected, 36 nominated, six ex-officio members and two from Punjab Legislative Assembly.
