Chandigarh: Chandigarh Municipal Corporation (MC), Chandigarh, has debarred M/s Selvel Media Service Private Limited for two years. The orders in this regard have been issued by MC Commissioner Baldeo Purushartha on Wednesday.
Interestingly, the MC had last year in November had issued the orders to debar the company for two years but Selvel knocked the doors of High Court pleading that the orders issued by Executive Engineer were not in his preview. So, HC quashing the debarring orders further directed MC Commissioner to re-issue the orders under his name and designation.
So, on Wednesday MC Commissioner Baldeo Purushratha issued fresh orders declaring to debar M/s Selvel Media Services for two years.
Already double bench has ordered MC Chandigarh to recover the advertisement fees from Selvel expeditiously in civil writ petition of 2014, for which high court has issued contempt notice to Commissioner MC Chandigarh for not recovering advertisement fees from Selvel in 2016.
Taking stringent action, the Chief Administrator-Cum-Commissioner MC Chandigarh had forwarded the case to District Magistrate on December 12, 2016 to recover huge amount of Rs 16, 51, 53, 694 by way of Section 98(a) of Chapter VII of the Punjab Land revenue Act,1887.
This amount is for 14 contracts allotted to M/s Selvel in last 12 years by MCPH Division Number 4 for operation and maintenance of toilets in lieu of advertisement on walls of public toilets and connecting passages.
In this letter, MC Commissioner has clearly specified that the Punjab and Haryana High Court, Chandigarh, has directed the DM office to asses, demand, collect and recover advertisement fees from the M/s Selvel Media Services.
Recently, the CBI had registered a case against senior MC officials for allegedly causing a loss of around Rs 13.66 crore to the state exchequer by awarding tenders to the company for maintaining sanitation of 86 public toilets for five years in 2007.
Selvel Media got the work orders to maintain toilets at a cost of around Rs 8,000 per toilet with an enhancement of 10 per cent every year for five years. After five years, the maintenance cost became Rs 12,000 per month. Selvel Media got the contract again.
