Mohali: Mohali Municipal Corporation has failed to provide relief to the residents from stray dogs. Stray dogs freely roam on the roads and streets and cause terror to commuters, especially children, women and elder people. Other than this, they create hindrance in traffic on roads. Residents also complain that they can’t sleep as these dogs keep barking the whole night.
On the other hand, the MC has also failed in sterilisation of these dogs for the last two months. Due to this, cases of dog bites and their number are on the rise.
It is pertinent to note that there is no such law for stray dogs. The MC can only get these sterilised but the MC has completely failed to solve this problem. Due to lack of any strong policy, the MC has to release these dogs even if they catch them. The MC has so far been able to sterilise on an average 50 dogs per month. To identify the sterilised stray dogs, their ear or other visible body part will be pierced for identification. Approximate cost of sterilisation per dog is Rs 1500.
In a meeting three
months back, the MC passed a resolution to provide budget of Rs 5 lalh for this process. But local government sent back this resolution to the MC by saying that budget for this purpose must be passed from Animal Husbandry Department.
Due to this, the MC
could not call the tender for sterilisation and last tender expired in December 2016. In the meanwhile,
the process of sterilisation could not be done for last two months.
MC official says he is bound under the law which says they have to release the stray dogs after sterilisation at same place from where they were being caight. In a recent survey, the MC had estimated that there were 4,000 stray dogs within its limits. In 2016, the MC sterilised 1154 dogs.
Municipal Commissioner Rajesh Dhiman claimed that they have given temporary extension to the previous contractor and did sterilisation on 100 dogs. He assured that very soon another resolution would be passed and sent to the government for speedy process to call new tender.
