The animal insurance scheme launched in 2016 does not seem to fulfil the expectations of cattle breeders in state as it provides the death claim only. It does not cover many important aspects which leaves the animal breeders in state of dilemma and disappointment. It is pertinent to mention that the scheme lacks many crucial aspects including loss of teat, any kind of disability or broken legs resulting in a big loss to cattle breeders. Also, the cattle growers raise questions on scheme as only death claim is not the solutions to the problems. The harm to any organs or parts of body leads to loss of beauty resulting in cost of animals. Along with this, the incidences of damage to legs also witness spurt which need to be covered under insurance scheme. One of the officials said that the loss of any teat also decreases milk production. Decreased milk production has adverse effects on cattle breeders and whole family. It also came to light that insurance companies lack Interest in non-conventional areas of insurance such as of crops and animals as it gets them less profit in comparison to conventional areas of their interest.
Here, the government is required to play significant role so that insurance companies can cover above aspects under insurance scheme. One of officials said that government needs to come up with more funding on the part of farmers which will result in including those left aspects by insurance companies. “The cattle breeders continue to get benefited from insurance scheme. Also , the department has come up with new planning that it may cover important aspects under scheme in future, said the DG, Animal Husbandry and Dairying Department”, Hardeep singh. Even, the breeders are being provided subsidy for premium of insurance, he added. Meanwhile, it came to light that including the excluded aspects will result in the cost of premium on the part of government and cattle breeders. So here ,a need is being felt continuously that government should participate actively with maximum financial assistance to provide them. It is learnt that state animal husbandry and dairying department has come up with animal to cover nearly 1.25 lakh animals in two categories including large and small animals in state. According to norms, a cattle grower is allowed get five large animals insured annually while the number of small animals goes many folds up. the list of large animals comprises of buffalo, cow, camel and horse. There is a certain set of guidelines to be followed by insurance companies. Besides, the death due to snake bite, electricity shock or natural reasons fall under insurance claim. it came to light that couples of meeting had taken place earlier to include uncovered areas in insurance.
