Chandigarh: The state government has formulated the State Mini Cluster Development Scheme for promotion of Micro and Small Enterprises in the state. This scheme has been implemented in pursuance to Enterprises Promotion Policy, 2015. While stating this on Wednesday, Haryana Industries and Commerce Minister, Capt Abhimanyu said that the state government has adopted the cluster development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) in the state.
A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same or similar products or services. The essential characteristics of enterprises in a cluster are similarity in the methods of production, quality control and testing, energy consumption and pollution control . They have similar level of technology and marketing strategies ,channels for communication among the members of the cluster and common challenges and opportunities. He said that the scheme aims at supporting the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills and quality, market access and access to capital. It also aimed at building capacity of MSEs for common supportive action through formation of self help groups, consortia, upgradation of associations and to set up common facility centres for testing, design, research and development, training centre, effluent treatment, complementing production processes.
He said that the state government has felt the need to facilitate the micro and small industrial units and has come out with a new scheme, totally supported by the state to meet the above objectives. He said that a group of minimum 10 Micro and Small functional industrial units of similar activity in an identified area, which have filed entrepreneur memorandum Part-II/ UAM may apply. The first and foremost activity in the cluster development process is to conduct a diagnostic study to map all the business processes of the units to find out its strengths, weaknesses, threats and opportunities and a well-drawn action plan for enhancing competitiveness.
