Despite a battery of about a dozen of Director Generals of Police (DGPs) with almost double strength of Additional Director Generals of Police (ADGPs) being there to lead the force of 80,000 cops in the state, Punjab Police seemed to be failing to project itself in the right perspective in the outgoing year 2018.In fact, the top-heavy Punjab Police couldn’t even highlight its scanty achievements with confidence throughout the year.The major embarrassment for the state police came in April when a 1986-batch DGP rank officer Siddarth Chattopadhyay, who was then heading the state Police’s HRD wing, made damning allegations against state DGP Suresh Arora, DGP (Intelligence) Dinkar Gupta, and the then SSP Moga Raj jit Singh of shielding drug lords.He also didn’t spare the then IGP (Crime) LK Yadav of trying to falsely implicate him in a case pertaining to suicide of the former Chief Khalsa Diwan Vice-President Inderpreet Singh Chadha, claiming that it was purely aimed at scuttling the investigation in an infamous drug case in which the former had suspected the role of two senior police officers.As the matter reached the High Court from the police headquarters it grabbed the media attention and finally, the upset chief minister Captain Amarinder Singh had to tighten the noose around all cops involved in the controversy to settle it down.
The battle, however, kept brewing but as Arora and Dinkar were close to the CM, Chattopadhyay was shifted out of Chandigarh and posted as DGP PSPCL, in Patiala. Facing serious charges, the then Moga SSP Rajjit Singh, who was considered close to Arora, was also removed from the field posting.Further, Amarinder’s blue-eyed boy ADGP Harpreet Singh Sidhu, who was appointed the STF chief with a direction to report directly to the CM office also didn’t go well with Arora. The cold war between the two kept on making news on different occasions and finally, Amarinder Singh shifted him to CM office with the new post and brought another close aide DGP Mohammad Mustaffa as STF chief. Arora, who was appointed the state DGP in the Badal government, kept on battling with his rivals within the cadre.
Despite the fact that various Congress MLAs and leaders also backed his detractors, all their attempts fell flat when Amarinder succeeded in getting Arora’s services extended for three months against his scheduled superannuation on September 30.Interestingly, he has been given one more month to lead the force, ending on January 31.DGP Sumedh Singh, who retired a few months back, also remained in news for deposing before the Justice (retd) Ranjit Singh Commission probing Kotkapura and Behbal Kalan firing incidents and sacrilege cases. A few weeks back, Saini launched a bomb against Amarinder Singh, appealing the court to make him a party to Ludhiana City Centre scam, in which Amarinder Singh is an accused. Amid all this, the then Mehatpur SHO Parminder Singh Bajwa booked Congress candidate from Shahkot and also launched personal attacks on CM, which embarrassed the whole state.
Meanwhile, the state police had to issue lookout circulars (LOC) for additional inspector general (AIG-crime) Randhir Singh Uppal, who was booked by the Cantonment police in Amritsar, for allegedly raping and intimidating a 28-year-old law student, who is reportedly married and has a six-year-old son. After the woman circulated his audio clips on social media, Uppal denied any ill-intention but the matter is still under investigation.Further, a Ludhiana girl accused the then Ferozepur DSP of making her an addict and finally the CM had to crack his whip to teach him a lesson. During this year, Sarabjit Singh, an SHO of Sultanpur Lodhi was accused by former Congress minister Rana Gurjit Singh of being corrupt and pushing a journalist’s son into drugs. An SHO posted in Batala and his gunmen were also accused of hobnobbing with drug smugglers and selling drugs.Some videos of policemen consuming drugs also turned viral in this year. When an ASI at Sanaur police station got accused of torturing and assaulting seven youths, masses declared the cops “butchers”, stating that it reminded them of the militancy days.Meanwhile, Harmanpreet Kaur, Indian woman cricketer, lost DSP rank due to fake degree row. Though she claimed all certificates original, the matter brought shame for the state government as well as the police officials.”
