Chandigarh: Over 3,000 employees of the Ranjit Sagar Dam (RSD), who are without work since after the completion of the dam project, are likely to get work with the restoration of construction work at Shahpur Kandi Barrage project.
A majority of these Dam employees could be utilised in the Barrage project if the state government makes an agreement with the construction company to avail their services instead on going in for its own workforce, say experts. This will not only help using the expertise of the government employees but also be cost effective affair for the government, they added.
Sources in Punjab Irrigation Department revealed that a majority of the dam employees, who are without work, have been drawing handsome salaries for their non-performance. Many even do not know where their workplaces are.
They just use their ATM cards to withdraw their salaries from the ATM dispensing machines at the beginning of every month and do side business allegedly in connivance with their superiors, a senior officer disclosed on the condition of anonymity.
Taking a serious note of the practice and to curb high rate of absenteeism, the state government in 2007 had shifted over 4,000 such surplus employees to other departments. The government has also kept in view their salaries and other benefits besides giving them posting-places of their own choices.
Interestingly, many of them returned to their old places using their political and bureaucratic links thus making the situation same again.
There are over a dozen unions of the RSD employees which often resort to protests against the management whenever there is any action from the superiors on any employees. The ‘union culture’ has virtually overpowered the RSD management, the sources added.
Some senior officers of the department are of the view that private construction companies general avoid inducting government employees, apprehending that they would deteriorate the work culture instead of doing work.
