After Hoshiarpur SSP Harcharan Singh Bhullar failed to initiate action, Hoshiarpur District Magistrate cum Deputy Commissioner Vipul Ujjwal on Friday suspended a Head Constable Ashok Kumar for misbehaving with Additional Deputy Commissioner (ADC) General Iqbal Singh Sandhu.
The incident took place on March 22, when ADC Sandhu was commuting in his car without a red beacon or any security. Head Constable Ashok Kumar who was commuting on his motorbike publicly misbehaved with Sandhu allegedly over why the ADC stopped his car near his motorbike.
Following the inaction on the part of the SSP, the DC has also ordered a magisterial probe into the incident.
Hoshiarpur Executive Magistrate (SDM) has been directed to probe the incident and submit a report within 15 days. A press release was issued regarding the action taken against the Head Constable.
DC Hoshiarpur took immediate action under powers as Head of the Criminal Administration of District under Punjab Police Rules -1934 (Chapter 1) (Rule 1.15). As per orders of the DC, Head Constable Ashok Kumar (No 523) posted in Sadar Police Station Hoshiarpur.
However, when contacted SSP Bhullar who was fumbling for words said that he has already ordered an inquiry through DSP City and found Head Constable Ashok Kumar guilty. “A departmental inquiry has also started in this case,” he said.
As per information gathered, ADC Sandhu was going in his car without red beacon, when Ashok Kumar misbehaved with him over stopping his car near his motorbike. A video grab of the incident also went viral among the official circle but reportedly the SSP did not take any notice of the incident. The news of the incident also appeared in the local media, a day after.
It was learnt that the SSP had sent a constable to record the statement of the ADC. “Following no action taken by the SSP, the ADC approached the DC Hoshiarpur and the Head Constable Ashok Kumar was suspended with immediate effect,” sources added.
