How can the girls think themselves secure and safe in such an institute, where the girls have been asked to rest and stay in such rest rooms where all the window panes are broken and open towards backside of the premises where there are only bushes and long grass, how can the girl students can think to be secure where the toilets of girls are without the doors and lack of running water, even the drinking water is not properly available in the institute? Yes it is such a miserable condition in which the students can be seen in not other than but in the Government Polytechnic College Ferozepur, where the retiring cum rest room of the girls is in such a miserable condition that once any parent see it, can never dare to send their girls to this institute.It is also evident from the factual figures of the strength of the girls in the college too, as there are only twenty odd girl students in total 12 classes out of total strength of the college 720 students and most belong to Reserve category whose have to avail fee waiver under PMS scheme. Not only this, due to the lack of so many other basic amenities like drinking water, pantry/canteen, and cleaned and well maintained toilets ( without doors toilets broken urinals) the decline in the boy students also has gone up to such extent, that the number of male students has also dropped to 240 only.And among them there are 130 boys from out of states and cities who have been residing in Girls hostel. Not only this, but the building of Poly Clinic adjoining this institute tells the same story and the condition of the living quarters in Civil Hospital Ferozepur as well as in the Government ITI for boys is more pitiable even. But it hardly matters for any of the government perhaps?It is a great tragedy of our elected governments that these take no time to announce the new institutes and takes a long time to complete the infrastructure but never looks behind to maintain the same premises and infrastructure and then leave it to become Khandahar and BHOOT Bungalows. It is also a more tragic for the border district Ferozepur even, that many districts, like Moga, Muktsar, Faridkot and Fazilka have been born from it and had developed far better than the mother district but this border district is among those unlucky districts which are totally ignored from every basic amenity.Neither there is any leading educational institute in this district, nor are remarkable health services available in the district. If there is any institute available, that is in such a miserable condition that no basic amenity is available for the students.The Govt Polytechnic College spread in 22 acre land had been opened in start of 2k year with four Diploma Courses- Electronics, Electrical, Mechanical and Computer Science with capacity of 360 seats, which were extended to 720 seats due to the heavy demand of the students.Students of other states were keenly interested to get admission in this institute. There are two hostels each one for boys and girls. More than dozens quarters for the staff. The number of sanctioned staff is 95 out which there are 5 posts of HOD, 6 Senior Lectures, 23 lecturers, 1 workshop, support, 2 foremen, 10 instructors and 48 employees from office staff. But at this time there are 4 HOD, 4 Senior Lecturers, 2 regular lectures 14 part time lecturers, 2 foremen and 3 instructors but no workshop support, whereas 18 seats of teaching staff are lying vacant.
Out of total sanctioned seats of class-iv employees only 3 are available to give their services. The other office staff is also short, due to that the students have to suffer a lot. The Principal having the dual charge cannot give the proper time to make justice with the institute. There are two approach roads lead to this institute but both are in a very miserable condition. Now the most of the building has become just a skeleton and in very miserable conditions, as most of the theory rooms are without window panes, many of the labs are lying locked and have become like garbage stores. One auditorium of the college lying shut and has become like a scrap store.Boy hostel have been closed due to its pitiable condition, and has been shifted to the Girls hostel, as the parents of the girls do not want to leave them in the hostel but prefer PG’s to live. From the principal’s quarter to all other categories, 80 percent quarters are not able to live in. long grass and bushes and even trees have been grown in these quarters. As per the staff members of institute most of the quarters are in such a miserable condition that these can fell at any time and no employee lives in these houses to take risk of the life of family and had been living on rented rooms paying hefty amounts.
Perhaps these may be the some of the reasons behind a great decline in the admissions as there are only 240 students out of 720 seats in the institute. Interestingly as per trends in most of the institutes the demand of seats is increasing day by day but in this institute the seats have been decreasing and even the institute had asked the Government to decrease the seats From 60 seats per batch to 30 seats.Interestingly, no doubt the Boy Hostel has been vacated due to its so called miserable condition that has become hideout for the drug addicted and other criminals. Interestingly the condition of this hostel is not so bad as it should be declared condemned. Because only the doors and window panes and the fitting of the toilets have been damaged and all of these can be re-fitted as well.
Other condition of the building needs minor repairs and cleanliness. Most of the quarters are also not such condemned, that these could be dismantled, but to poor handling and trend of the officials to ignore the government property can be the reason of lying vacant and in such a miserable condition. All these quarters need repairs and proper cleaning and maintenance.Though the principal Satinder Pal Kaur who has a dual charge of another polytechnic was available in the institute when this correspondent visited the institute, said that they had written many times to the department for the repairs but all in vain, but she had nothing to justify about the miserable condition and about the real position of the building, staff and the strength of the students.
However Vice Principal Dr. Balkar Singh says that the college has sufficient funds, but as the principal is entitled to spend less than 5000 on maintenance, no major repairs and maintenance can be done. He says that the college had made many requests regarding the maintenance of the building but had to wait for the sanction. Proposal of funds to be utilized had been sent to Head office that could not be sanctioned after two years even. Telling about the decline in admissions he said that it is the wrong policy of the Government and AICTE to give approval to large number of Polytechnics in the state violating the norms of having minimum distance of 30 kms between two polytechnics and the approach road of the institute. The principal Satinder Pal Kaur says that due to dual charge she had to look after another institute.
Adjoining this building poly clinic for pets is also in a very miserable condition, where whole the building had been become a heaven for the drug addicted criminals and the law breakers. Even there was no doctor available in this poly clinic to provide the treatment to the pet animals when this correspondent visited the poly clinic.In civil hospital Ferozepur, there are 6 quarters for doctors, but no doctor risks to live in and these quarters have been converted into Zonal Malaria office. There are 11 quarters for Class-3 employees and out of these 2 quarters are being utilized as Ayurvedic dispensary and Homeopathic dispensary.
4 have been allotted to employees 4 being un-occupied but need major repairs and maintenance. Out of total 16 quarters for Class-iv employees only four are occupied. However the officials claim that the PWD officials have declared all these quarters fit to live in but maximum quarters are in very miserable condition as it is evident from the photographs of these quarters.
The picture of the Government ITI for Boys also is not so different, almost all the 20 quarters surrounded by the bushes are not able to live in. The walls have been broken, roofs are in a miserable condition and occupant staff has to face many problems in the rainy season, which can fell at any time.Out of all these quarters ten employees have been repaired by the employees themselves and had been maintained by them from their own pockets, as the government had not been listening to them since decade of years. The Boys Hostel had been condemned since a long but no official bothers about it. The Kothi of Principal is also not able to live in.
In such circumstances how can one expect the success of Beti Padao mission and the Swatcchta Abhiyan to be successful, because neither the institute is capable of making the Beti Padao mission successful nor can the Sawatchhta Abhiyan of Prime Minister turn true. Where as both are among the principal dreams of our father of the Nation, Mahatma Gandhi as well as the PM of India Narender Modi too.
