Kapurthala: Non-functional sewerage treatment plant located inside modern jail has put lives of 3,000 jail inmates and surrounding villagers at great risk as there is a constant danger of outbreak of epidemic diseases. The fatigued sewerage plant was constructed by PWD and till date the concerned department has not been able to find a permanent solution of overflowing contaminated water. The modern jail was inaugurated in November 2011 by Punjab Chief Minister, Parkash Singh Badal and was constructed with a cost of Rs 70 crore. Other than providing modern amenities, sewerage treatment plant was constructed within jail premises at the cost of Rs six crore.
From last few months Punjab Police Housing Corporation has withdrawn its hands for maintaining sewerage plant thus risking thousands of lives. To make the matter worse contaminated and untreated water is being released during odd hours in adjacent fields. Daily Post correspondent also found that an under construction building of C-PYTE adjoining modern jail was flooded with sewerage water. Deputy Jail Superintendent, Daljit Singh Bhatti admitted that sewerage plant has been lying non functional from last couple of months and they too are facing problem to dispose off contaminated water.
Bhatti further adds that sometimes they are forced to release waste water in surrounding fields and many times they have faced opposition from villagers. Superintendent Engineer of Punjab Police Housing Corporation Ranjodh Singh said that initially his branch was maintaining sewerage plant but it was very difficult to release contaminated water without having proper disposal system. He further said that earlier he also talked to Sant Balbir Singh Seechewal to dispose waste water nearby Kali Bein but the latter did not agree. A resident of nearby village Jhall Tikriwal, Joginder Singh said that few months back jail authorities used to release contaminated water in his fields and after he offended their step, jail authorities started disposing off water at villages including Khanpur and Bhullar.
