Chandigarh(Narinder Jagga): To fortify jails in Punjab seems to be difficult with weak financial position of the State. Rs 29 crore have been sought to control the activities of Gangsters and criminals to purchase latest equipment, but till today the Government could able to give Rs one crore only and that too for internal needs. Although the Union Home Ministry has approved the proposal, sent by the Punjab, for the installation of 4-G jammers to stop the mobile activities in the Jails and the testing is going on, but the Government could not able to spare fund for it. Even in the season of hot summer, in the lack of water cooler, the jail staff and inmates are using earth-pot to drink water in Ludhiana and some other jails. But the Jail Minister Sukhjinder Singh Randhawa, who has started reform process in prisons, is fully hopeful to get funds for it. After finding out that gangsters and criminals had been running their business of crimes from Jails, the Government has tightened the security arrangements in the Jails. Recovery of 294 mobiles from Jails in mere three months, from January to March was the result of deep check, while 1547 mobiles had been seized in 2017. But to keep strict vigil, a proposal had been sought from the Jail department for installing latest equipment like CCTV cameras, body scanners, Mobile detectors, arrangement for strengthening of security zones in prisons, sniffer dogs and some other requirements. Although, 10 sniffer dogs are being trained and are set to join the prison service, but to fulfil the other requirements, the Finance department has not approved the case yet. To keep the hard-core criminal at distance and separate, Rs 5 crore has been sought to modify cells. At present, for the few hard-core criminal, big barracks have to vacate due to security point of view. Because there are no walls between cells, therefore criminals always use abusing language with each other, which leads to high tense in prisons.When contacted to Jail Minister, Randhawa, he told that issue has been raised before the Chief Minister and he assured fulfilment of each and every requirement for prisons, whenever seeks. He repeatedly said that no gangster would be allowed to continue his sin from jail and the officers and staff have been asked to work without any pressure.
