Pay tax, if you have pets’ dogs, horse, cow, calf, sheep etc.
Chandigarh(Narinder Jagga) – It seems people of Punjab likely to face more burdens of taxes in coming days. The Local Body Government department is going to impose various types of taxes on those, who have pet dogs, horse, cat, cow, calf, bull, pony, goat, sheep, pig, elephant, neel-gayon, deer or any living creature other than human being. The Government has drafted new policy of bylaws and after the received objections and approved regulations from the Municipal Councils, Corporations and Nagar panchayats across the state, it has been sent for legal approval. According to new draft, owner of the pets will have to pay annual tax Rs.250 to 500 and if they fails to pay in stipulated times; they will have to pay 10 times more than registration fee as a penalty. A licence will be issued and pets will be tagged with branding code. According to source of the department, the steps have been taken to sort out the menace of stray animals. Department hopes good revenue from this process. A draft had been sent to the all Municipal Corporations, Councils and Nagar Panchayats .It had been asked to all to send back the draft of bylaws of “Registration, proper control of stray Animals and Compensation to the victim of animal attacks bylaws-2017” with suggestions in 15 days. According to information, the regulations have been received from all urban local bodies (ULBs). After the amended drafts, it has been sent to the legal wing of the department for approval, which will be implemented after the objection from general public. According the draft of notification, all the pets will need to get registered with related ULBs and licences would be issued. The owner of pets shall get the animal tagged with token bearing the name of owner and registration number. If an animal found straying repeatedly more than two times, the registration of such animal shall be cancelled and no one, being the owner of any animal shall allow it to be a large in any public street or public place with being muzzled. According to policy, licence can be cancelled and the owner can be disqualified from keeping animal if he found guilty of cruelty to animal and renewal of licence can be done only after the verification of the character and conduct of the owner.Licence will be renewed each and every year after the fitness certificate of pets. About the stray animals, it will be the duty of the concerned ULBs to impound the stray cattle in pound. According to official source of the department, all the revenue collected by way of registration and renewal fee and penalty charges shall be used for maintenance of cattle pound, compensation, premium for third party insurance of registered animals and identification and veterinary health of stray animals.
