Process for disposal of garbage changed yet again. State Local Bodies Department has once again changed the process of garbage disposal and it seems that they are still undecided on how to go about dumping Waste. According to a new plan, instead of dumping waste and garbage at different sites, now the department has planned to make compost of garbage at household level. The units which are bulk waste generators have been issued notice that instead of deputing somebody for lifting, they dispose off the waste at their own level. This notice has been issued to universities, colleges, schools, construction sites, hotels and various cantonments. Although the department has initiated process of making compost in different cities, but it still remains a distant dream to put it into practice in all 165 urban local bodies in the state. Garbage management was started under Swachhta Abhiyan, an initiative of Central government whose Project Director Dr Puran Singh, has recently taken over this drive. According to officials, compost-pit making has been started in some cities namely, Barnala, Sunam, Moonak, Phagwara and Nawanshahr. In this process, the department has started giving training to people for segregation of household garbage, which has to be segregated into bio-degradable and non bio-degradable waste. Non bio-degradable is meant for recycling use. Officials said that earlier all garbage dump was sent to dumping sites situated at far-flung places and a lot of money was spent on transportation, deputing staff and purchasing land for making dumping sites etc. Moreover, due to dumping of garbage lots of problems were created as that process made groundwater polluted, led to degradation of costly lands and even at some places garbage was disposed by burning it, rendering the air polluted.
