Ludhiana: As per the instructions given by PSPCL, JEs have not rendered Rs.2.40 crore material-at-site (MAS) accounts, as accounts have been closed after material drawn by them and were incapable of submitting the same to sub divisional officer (SDO) due to closure of accounts within one month of completion of work.
Scrutiny of records of DS City Central (Special), Ludhiana, DS Focal Point Special Ludhiana and DS Sunder Nagar Special Division revealed that MAS account of completed work for the year 2013-2014 were not rendered by JEs in 39 works valuing Rs.1.18 crore till 31st March 2014 and 33 completed works for the year 2014-2015 valuing Rs.1.22 crore not given.
All the details were taken under RTI by Rohit Sabharwal, RTI activist and also claimed that JEs do not render their accounts though crores of amount were shown pending.Sabharwal added that many of the MAS accounts of different stations are pending as the authorities have not taken any interest to complete this account certification.
He further added that PSPCL is least interested to recover its amount as JEs have to give all the information to the account department of the stuff which they have taken from the store.
JEs have to give completion certificate to the higher officer but all the records shown in the paper were not proper.Jagjot Singh, a city resident said, “Most of the times, PSPCL employees do not cooperate with the people as last time the wires of my street got damaged but the area PSPCL substation employee charged money for wires as he claimed that there is no wire available in store.”
NK Sharma, Engineer-in-Chief said, “I am not able to comment over this issue right now as I am at the sangat darshan programme of chief minister. I will look into the matter later on.”
