The Punjab and Haryana took cognizance of the Supreme Court’s observation of July 4, 2017, while disposing of the SLP moved by UGC on Tuesday. It is mentioned that Supreme Court had permitted the High Court to proceed with the remaining issues.It is noted that while Central Government had enunciated their support to Panjab University (PU), it has asked PU and the Punjab government to make provisions for rest of the needs of PU on their own. Counsel for PU sought permission to place on record an update on issues relating to financial concerns of the PU.
This shall be disseminated to all the respondents including Counsel of UT, in the CWP in High Court on next date of hearing in the second week of August, 2017.It was contended that the counsel of Punjab be requested to provide a feedback on possible further enhancement in the contribution of Punjab Government to PU to overcome the pending deficit accumulated during the previous financial years. The counsel of Haryana shall provide an update on further progress on the matter discussed between Prof Arun Kumar Grover, PU Vice Chancellor and Dr Mahavir Singh, Principal Secretary, Department of Higher Education, Haryana, on June 19, 2017.The PU VC brought to the attention that the university would receive no separate development grant for maintenance and upgradation of civic infrastructure of PU campus in Sectors 14 and 25. It was pleaded that UT Administration be urged to make some provision for university’s civic needs in its annual budget projections. The Counsel of UT has been requested to be present during the next hearing.
The VC, PU also informed the court that Board of Finance, PU, is due to meet on August 1, 2017, where the budget for the current financial year shall be finalised.
