Chandigarh , 23 September:-If believed to the sources, the Punjab government has sent the debt waiver notification to the Election commission for the approval. The state government has urged to the commission to allow it to implement in the Punjab except the Gurdaspur parliament area where Bypoll is to be held and code of conduct is in force.Interestingly, the state Government has sent this appeal directly to the ECI, New Delhi. There were two ways to send the notification for approval to the Chief election commission, one was through State election commission and other was Chief Secretary was able to send it directly and the Government preferred second.Sources in the state commission told that ECI may approve it. If it was sent by the state election commission, the same recommendation was to be suggested. But the way adopted by the Government, it can take a little bit delay. Although the debt waiver issue has been approved already in the Punjab assembly. Now the state cabinet has passed to notify it. But due to code of conduct in the Gurdaspur Parliament area, which include Gurdaspur and Pathankot district, prior permission of ECI is required.The million dollar question is before the government if the ECI approves the notification request, from where the Punjab Government will bring huge amount approximately Rs.10, 000 crore ( Rs.6000 crore of National banks, Rs.3600 crore cooperative banks and Rs. 400 crore interest of both types of banks. Sources told that the state government is already in pressure as the Union government has asked the state government to deposit Rs. 1000 crore to the RBI to release the cash credit limit for paddy Procurement.It is pertinent to remember that state finance minister Manpreet Singh Badal has already said that to pay the loan of farmers, the Punjab government has to borrow loan. Sources told that after the announcement of bypoll of Gurdaspur, the government was in a mood to postpone the notification for four months on the excuse of election, but protests by the various farmers’ organisations has compelled the government to do so.
Although 14 candidates has filed their nominations for Gurdaspur lok sabha bypoll.But it is believed that actual fight is between three Ss, means between Suresh Kumar Khajuria of AAP, Sunil Kumar Jakhar of Cong and Swaran Salaria of BJP. Out of 14, three are covering candidates of three candidates from main parties. But how many will remain in contest; it will be clear after the scrutiny and withdrawal respectively on 25 and 27 September.
