Punjab starts online land registration system: Imagine, buying or selling a piece of land, there is no formality or harassment to go to Patwaris, Kanugo, Nambardar and Deed Writers or alleged bribe , or the process is to be so easy that anybody can do it at home. Although it seems, absolute imagination, but it is going to be true. Aadampur of Jalandhar district and Moga has been chosen as pilot project, where on-line registration will be begun from November, 15. The online registry system is being introduced as it has achieved great success in some other states. With the help on this new system, people will able to prepare registration documents themselves at home or through mobile ,while going anywhere ,and send it to the office of the sub-registrar, online. The purpose of this move is to free the people from the dependency of bureaucracy. Financial Commissioner (Revenue) Madam Vini Mahajan has confirmed this move.
Almost all the work of the Revenue Department has been computerized. Punjab earns revenue of Rs. 2500 crore from the registration and stamp duty fees against the sale and purchase of land worth Rs. 2000 crore, annually. Corruption in registration of land is an open secret. State suffers huge lose in the theft of registration and stamp duty fees. Maximum complaints are registered against revenue staff.To get the registration of land, plot or flat, one has to face harassment from the clerical staff of sub- registrar to Deed Writers, Nambardars, Patwaris and Kanugos. The whole process is full of anxiety. The new Pilot Project is the initiative of information and technology, which aims to simplify the registration process. According to the information, all the information including DC rate will be in the newly created software. Anyone who is sitting at home or travelling in vehicle will be able to fill the registration form on computer and mobile, respectively.PAN card, passport or even Aadhaar number will be registered to verify the facts. Land records will also be available in the new software. With the one click, the registration document will be on the registrar’s record. The responsibility for the verification and investigation of the facts will be Kanugo, patwari and clerical staff of sub registrar office. While submitting the registration form, applicant will able to get the status number of his application. Applicants will have to appear, personally, single time for the final stage and photography.FCR Vinni Mahajan said that a run test will be conducted from November 10 to 13 before the final. While in the second step, a help line will be started to sort out the issues related to this new process. Deed Writers will also come to the computer from the papers work. Registration work will be online only. There will be option before the party either he may fill the form itself or from the Deed writer. After this Pilot project, the new software would be in all offices across the State.
