Kapurthala SDM Mandeep Kaur has submitted her 10-page report of the inquiry she completed in the case of death of two inmates of Sukhjit Ashram of Kapurthala. She has mentioned gross negligence on part of Ashram staff and suspended DSSO Gulbarg Lal. The salient features of the report were told to mediapersons by Kapurthala DC Jaskiran Singh on Friday .
The DC said that as per the report DSSO Gulbarg Lal was the person responsible for accepting the cooked langar from outsiders. The ashram staff was keeping the registers pertaining to stocks, donations, visitors, medical check-ups and attendance empty. There was no entry of visitors who donated langar on July 30. The report also contained suggestions to improve the care of these specially abled children. It recommended replacement of every member of the staff as they were not emotionally attached to the children even after a long association with them.
The report also mentioned the need of additional staff. It said that there should be one attendant for every 10 inmates, another cook, male and female sweeper and an additional guard. Need for special training related with specially abled children was felt as this would ensure proper care of children. Mandeep Kaur emphasized the need of a monitoring committee, which should have members from civil administration for surprise checking of the ashram. She also recommended display of properly maintainted permanent charts exhibiting food articles to be supplied to mentally retarded children. The SDM suggested the need of daily check-up of inmates by a doctor. Municipal Council of Kapurthala has to maintain the cleanliness inside and outside of the ashram.
She also alleged that no registers and other supporting records had been mainted by the staff, including the register of attendant visitor bringing food articles from outside, which was a very serious lapse on the part of working staff and they should be punished by the higher authorities as deemed fit.
According to sources, criminal case is likely to be registered after the instructions of Punjab government are received by Kapurthala DC. “I have sent the report to the Social Security Department and we will wait for their instructions before recommendation of lodging of an FIR, though negligence of the DSSO is very clear, which has caused the death of the children. I have gone through the report and will submit the same to the Chief Secretary, Punjab, on Monday after making necessary changes in the said report as I too had to enter some findings in this report,” DC Jaskiran said.
“But SSP Kapurthala has been instructed to find out the persons who supplied langar at the earliest,” he said further.
According to information, the ashram staff will be changed within one month.
