KAPURTHALA: SDM Kapurthala Dr. Mandeep Kaur has submitted her 10 page report of the inquiry she completed in case of death of two inmates of Sukhjit Ashram of Kapurthala .SDM has mentioned gross negligence by Ashram staff and suspended DSSO Gulbarg Lal .The salient features of the report were told to the media by Jaskiran Singh ,DC Kapurthala on Friday .
DC told that as per the report DSSO Gulbarg Lal held responsible for accepting the cooked langar from outsiders.The ashram staff was keeping the registers empty related to stock,donations,visitors,medical check ups and attendance.There was no entry of the visitors who donated langar on 30th July.The report also contains suggestion to improve the care of these specially abled children .It recommended the change of every member of the staff as they were not emotionally attached to the children even after a long association with them .
The report mentioned the need of the additional staff .It says that there should be one attendant for every ten inmates, cook, male & female sweeper and an additional guard . Need for special training related with specially abled children was felt as per the report as this will ensure proper care of the children . Dr. Mandeep Kaur emphasized the need of monitoring committee which should have members from civil administration for surprise checking of the ashram .SDM suggested the need of daily checkup of the inmates. Municipal Council of Kapurthala has to maintain the cleanliness inside and outside of the ashram.
As per the sources criminal case is likely to be registered after the instruction of Punjab Govt. are received by Kapurthala DC.” I have sent the report to Social Security Department and we will wait for their instructions before recommendation of lodging of a FIR though negligence of DSSO is very clear which has caused the death of the children “DC Jaskiran told Daily Post correspondent .
“But SSP Kapurthala has been instructed to find out the persons who supplied langar ” DC Jaskiran Singh said further .
As per the information, the ashram staff will be changed within One month .
