Seeking share in scam, farmers file writ in HC
Chandigarh – The farmers have filed a writ petition in the High Court to recover their share in alleged embezzlement worth Rs 500 crore in the Malwa region of Punjab. The scam is about watercourse outlets being constructed in 2016. The outlets now have been deteriorated, constructed just an year ago. The project was under the centrally sponsored schemes worth Rs 1,026 crore, consists 50, 40 and 10 percent shares of the Centre Government, State Government and Farmers respectively.Earlier, the State Vigilance Bureau had investigated the matter and given clean chit to the Mansa Project. But the farmers still have raised their fingers on 125 Engineers, and on the Chief Engineer of the Corporation. Talking with the Media Persons in the Chandigarh Press Club, Gursewak Singh, who was representing the farmers, said although the scheme was for entire Punjab, but the main focus was on the Malwa region due to its contaminated ground water table. Farmers alleged that not only the cement used in the construction of outlets, bricks were extremely of poor quality.
He said the situation is very pathetic almost in all the villages. He further added that as per the investigation the scam is of Rs 500 crore or more. The investigation has been conducted after the farmers submitted their complaint on November 15, 2016 to DGP Punjab, in which the Bureau had given clean chit to the project, but the farmers alleged that the investigation conducted has been done secretly. Farmers said that the two Engineers, who had been deputed to conduct inquiry, had been booked in corruption charges.Farmers said that their share in this project was approximately of Rs 100 crore, that was collected from the indebted farmers. The file has been submitted to the newly elected government and now as per the new updates on May 25, 2017, the case has been directed to the Additional Chief Secretary for an appropriate action, but no action has been initiated yet, therefore the farmers opted the route to the court for an ethical justice.
