The two independent MLAs from Ludhiana, Simarjit Singh and Balwinder Singh, popularly known as Bains brothers, were virtually thrown out of Punjab Vidhan Sabha on Friday for defying the Speaker’s order to sit quiet. The two MLA brothers, who are the founder members of the Navjot Singh Sidhu-led Awaz-e-Punjab forum, were lifted by their arms and legs after they denied to abide by the Speaker Charanjit Singh Atwal’s direction to vacate the House.
It was the first instance of such nature in the past four-and-a-half-years of the Punjab Assembly when legislators were forcibly shunted out of the House by the watch and ward staff. It was, in fact, Simarjit Singh Bains seeking reply from the leader of the House, Chief Minister Parkash Singh Badal, about the reason behind not demanding a sum of Rs 16 lakh crore from the neighbouring state Rajasthan for allowing canal water to the state.
The Speaker repeatedly asked him to take his seat as it was not his turn and also stating that Chief Minister’s address related to the agenda item related to the commemoration of the stellar contribution to the Constitution of India by Bharat Ratna Nana Saheb Dr B R Ambedkar on the occasion of his 125th birth anniversary was more important on the day of legislative business.Irked over seeing him not agreeing, the Speaker directed the Marshal (in chaste Punjabi): “Isnu Chuk Ke Bahar Sutto (throw him out).”
Following the direction, the watch and ward staff reached the seat of the MLA and appealed to him to vacate the House but Bains, apparently, decided to create a ruckus, jumped into the well of the House and started raising slogans. Meanwhile, his elder brother Balwinder Singh Bains also jumped into the well but the security staff overpowered both and lifted the two from their arms and legs and factually threw the two out, despite the fact that the Speaker had just named Simarjit Singh Bains.
Finding themselves clicked by the photojournalists in a pathetic condition, Simarjit Singh Bains started crying and claimed that his demand was justified as the state was under huge burden of debt but the state government was not putting efforts to recover money from Rajasthan government.Later, the two brothers decided to address the media in the press room of the Vidhan Sabha, but had to face tough resistance by the security staff for reaching to the room.
