Youth question commission basis job under MNREGS. If facts are any indication, the decision of Punjab government to appoint 220 Gram Rozgar Sewaks (GRS) to monitor works under Mahatma Gandhi National Rural Employment Gaurantee Scheme (MGNREGS) in the district seems to have fallen flat. The district administration has recruited 220 GRS at block level under MGNREGS but nearly 50 per cent of those hired have left the job citing commission based income in the job. An average 5000 applications were received by the district administration for the post of GRS. The GRS were appointed in the first week of October.Sources revealed that earlier the GRS used to get Rs 3200 per month while now the salary was fixed upto Rs 12,000 or 4 percent of the total MNREGA expense in the area. “Chief Minister Capt Amarinder Singh has promised Ghar Ghar Naukri’ during elections but this is a sham in the name of jobs. This would amount to sheer harassment of the GRS, as MNREGS works are not carried 24X7 and the employees would be left in chaos with meager earnings” the youth said. As per the recruitment policy, the GRS were to be appointed on contract basis in 11 blocks of Jalandhar. The district administration had advertised these posts in August.Notably, it five years ago, the GRS were shunted out from the district administration during the previous SAD-BJP government. It was during 2012 Assembly Elections that the services of GRS were terminated by issuing a back date letter, hence leading to protests. At that time, the GRS had shared that their services were terminated, as they had staged protests against the poor implementation of the scheme by the then state government. “After a wait of five years, we got these jobs but that too on commission basis. It was common knowledge that MNREGS work was subject to availability of development work in a block and it would leave with hand to mouth existence, hence the decision”, they said. Deputy Commissioner Varinder Kumar Sharma said that the recruitment was done under as per MNREGA scheme. “We have given the appointment letters. If someone is not willing to join, they are free to take their decision. MNREGA is a centre sponsored scheme and the recruitment as well as the commission has been fixed according to the laid down norms”, he said. It is pertinent to mention here that DC Sharma has also asked Block Development and Panchayat Officers (BDPOs) to study various projects undertaken across the country under MNREGA, so that same could be replicated in the district. The DC has asked the SDMs to ensure regular monitoring of MGNREGA and ensure timely work and wages to daily workers.
