Chandigarh: Punjab and Haryana High Court on Friday issued notice of motion to the National Highways Authority of India (NHAI) Secretary of Union Ministry of Road Transport and Highways, State of Punjab, DC Patiala, CPWD Chief Engineer, Patiala and XEN, CPWD for October 20 in a petition filed by Residents Welfare Association Urban Estate PH I, Patiala through its general secretary Karnail Singh and 23 others.
The petitioners said that National Highway no 64, Zirakpur-Bathinda National Highway project, is being executed and the by-pass in Patiala consists of two lanes Bathinda-Zirakpur and Zirakpur-Bathinda. One lane is being constructed on pillars and the other by filling earth. Because of this, the passage to Urban Estate PH-I and roads to three villages Deelwal, Noorkherian and Sahib Nagar will be blocked.
Besides, four colonies, Mehta Colony, Royal Enclave, Panchwati and Apolo Senior Secondary School will also be blocked forever. Similarly, access to Patiala city and Punjabi University will also be closed forever from light point connecting some blocks of Phase-I of Urban Estate and Phase-II on Rajpura-Patiala road.
Counsel for the petitioners Jogingder Singh Toor, said that apart from this a drain is being built for the rain water which is of no use. He said because the drain is built at least 2 feet high than the earth level.
The petition has been filed seeking directions to the respondents not to block the passage of Phase-I villages and other colonies etc. The petitioners have sought that the present passage should be kept intact which provides access to the resident of other places, including Patiala city and Punjabi University.
Petitioners have also sought the demolition of so-called rain water drain which is being constructed on a platform two feet higher than the earth and the road level.
They said that route plan has been designed in such a manner that traffic from Bathinda to Zirakpur on the stretch in Urban Estate, Patiala and other places shall be made on elevated road whereas traffic from Zirakpur to Bathinda side shall be routed on earth-filled road.
