Four months VB fails investigate high profile extortion case. Four months ago, when a PPS officer, posted as SSP in Sangrur, exposed a high-profile extortion case in which his own predecessor, an IPS officer, along with another PPS and some more of junior rank cops were allegedly involved, the Chief Minister Amarinder Singh hurriedly marked Vigilance Inquiry with a direction to take appropriate steps to ensure that the matter is taken to its logical conclusion.
Though the prime accused Inderbir Singh, a 2007-batch IPS, missed the chance to get elevated as SSP Chandigarh for the controversy, the vigilance bureau couldn’t yet come up with its investigation report.Following the direction from the CM to probe the matter, the Chief Director of Punjab Vigilance Bureau BK Uppal assigned the probe into the extortion allegations to Inspector General of Police, EOW wing, Vigilance Bureau, Shive Kumar Verma. While taking the case in hands, Verma had assured to conclude it within a maximum period of three months. However, now even after four months, the IGP is not yet ready with the report pertaining to the charges against his IPS colleague.
Ironically, finding the VB not giving timely justice, the victims also opted for another legal remedy and filed a suit against the accused in the district court of Sangrur, where the plaint was admitted and the case is now at the hearing stage.
According to information, a 25-year-old financier Hardev Singh was shot dead in Longowal in February by five gangsters led by Davinder Singh alias Babli Randhawa. They later posted a video celebrating the murder. Two farmers, Dhanwant Singh of Kotra Amrhu village and Harjinder Singh of Dugga village, alleged that they were taken into custody illegally, merely because they knew Randhawa before he became a gangster.
The episode took place when Indebir Singh was posted Sangrur SSP. With the change of guard in the state, like many others, the then Inderbir was also shifted from his position. The government replaced him with Mandeep Singh Sidhu, who had remained Sangrur SSP in the past too.
A day after his joining, Sidhu was approached by the victim’s family. Finding them in a pathetic condition, seeking justice, Sidhu brought the matter into his seniors and once getting a go ahead, he launched the probe.
As per his report, which was reportedly based on the affidavits and some other evidence, five policemen extorted money from their families, seeking protection from further victimization and harassment.
The two-page report which Sangrur SSP Mandeep Singh Sidhu submitted to Patiala Zone IG AS Rai and DIG Sukhchain Singh Gill, carried the names of former Sangrur SSP Inderbir Singh, who was recently transferred to Chandigarh and posted as AIG (Personnel), Sunam DSP Jashandeep Gill, Longowal SHO SI Sikandar Singh, Sangrur city police post in-charge ASI Baljinder Singh and Badrukhan post in-charge ASI Gurmail Singh.
During the preliminary investigation, the crime involved a sum of nearly Rs 19 lakh that they all allegedly extorted from two farmers while threatening to implicate them in a murder case. Notably, the incumbent Sangrur SSP Mandep Singh Sidhu, who took the charge from Inderbir on April 3, had even recommended an FIR against all five cops with also suggesting a deep Vigilance probe, after finding them guilty in his initial probe.Highly placed sources in the police department informed that the accused policemen summoned dozens of people in that murder case. Dhanwant and Harjinder were also among them. The five cops, who are now under VB scanner, also called a number of people who had liked the video of the murderers celebrating the killing which was posted on facebook. Once the lid was blown off, the senior officials of VB suspected that those summoned for liking facebook page could also be extorted.
Taking cognisance of Sidhu’s report which he submitted through the DIG and IG of Patiala range, Chief Minister Captain Amarinder Singh had ordered a vigilance inquiry against all of them, with also ordering all five of them to be shifted from there, pending inquiry.
Finding it one of the most embarrassing cases for the state police, the CM has further ordered the removal of Inderbir Singh’s name from the panel for the post of SSP Chandigarh in view of the change in his vigilance clearance status. And only then, Jagadari Vijay Nilambri got selected for SSP Chandigarh among the next panel of three IPS officers.
“I was busy with some other important cases came to light in the recent past so this investigation got delayed. I am hopeful that within next fortnight I will be able to conclude the probe and submit the report with my observations to the Chief Director Vigilance Bureau for further action,” Shive Kumar Verma, IGP, Vigilance Bureau
