Ludhiana: Welfare Society Block H and I BRS Nagar, Ludhiana has been allotted 2000 square yards land at Rs. 51 in a year vide letter LIT for Community Centre Block –HI and only 25 per cent of total cost has been paid till date at Bhai Randhir Singh (East). Resident Welfare Society Ludhiana has been allotted land 2196 yards at Rs. 65 per square yards vide memo LIT dated August 22, 1986 for Community Centre Block-C Welfare Society is defaulter as it has not paid full amount of the plot allotted besides eleven notices were being served to Welfare Society in the last 25 years.
On the basis of information taken under the RTI ACT of 2002, enquiry conducted by the CVOs VP Singh and Kansal against Welfare Societies for both Community Centres in the November2014 and July 2015 and gave a recommendation for the cancellation of the allotment as found defaulter of not paying the payment and violation of building bye laws.
The allotment of Community Centres of Block H, I and C were cancelled by local bodies, Punjab Government, Chandigarh vide memo through resolution 129 and 130 by November 14, 2014 found defaulter for not paying cost of the land , no building plan sanctioned ,no change of land use , misuse of community centres and others among. The Welfare Societies that were running the Community Centres Block H,I and Block C , BRS Nagar , Ludhiana served eviction notices by the LIT vide memos dated December 22,2014 and December 24, 2014 to vacate the property.
The Welfare Societies made appeals before Secretary ,Local Government, Punjab and eviction and cancellation has been put to status –quo vide Local Bodies, Punjab Government s’ memo dated January 8,2015 respectively.
Satish Chandra IAS, Additional Principal Secretary of Local Bodies ,Punjab has dismissed appeals regarding cancellation and eviction of Community Centres at BRS. Nagar , Ludhiana controlled by Welfare Society , Block H and I and Bhai Randhir Singh Nagar Welfare Society (East) vide memo on October 4, 2016 after a long chase for almost about two years. The orders were passed by Additional Principal Secretary, Local Bodies with the concurrence of Minister Local Bodies, Punjab.
