Ludhiana: Almost all the municipal councillors (MCs) were seen agitated over the ongoing practice of inauguration of development works by the SAD-BJP Halqa (constituency) in-charges instead of the concerned area councillors, during the general house meeting of Municipal Corporation, Ludhiana (MCL) held in the corporation’s Zone-A office here on Friday.
Finally, the Mayor Harcharan Singh Gohalwarhia had to intervene in the hotly debated issue, and announced that, from now onwards, no Halqa In-charge would inaugurate anything. He categorically announced that if any halka incharge is found indulging into the same then suitable action would be initiated against him. MCs were seen outspoken against Municipal Commissioner, Ghamshyam Thori and Mayor, Harcharan Singh Gohalwarhia over the issue and they wanted to end the practice of the inauguration of development works at the hands of the Akali-BJP Halqa Incharges instead of councillors. The councillors strongly pointed out that the Halqa incharges were overtaking their rights, which would not be tolerated further at any cost.
The agitated municipal councillors said they would rather prefer to sit at their homes if they are deprived from their rights. While giving his ‘justification’ over the controversial issue, Mayor informed the House that he was asked to sign on the orders issued by the high-ups to allow Halqa incharges instead of councillors to inaugurate the development works in the municipal wards but he refused to do so before Municipal Commissioner and Deputy Commissioner. Congress councillors and Mayor were seen on loggerheads over the issue of the tenders for carrying out development works not being passed since long.
In reply, the Mayor acceded to the demands of the councillors and announced that tenders would be passed within next one week. The issue of Ganda Nullah was also discussed in the House meeting. Some of the councillors opined that the work of repair was not being done properly, resulting which funds were being wasted. Municipal Commissioner assured that he would personally inquire into the matter. Municipal Councillor, Sanjay Talwar (Congress) alleged that there is no uniformity in the four zones and each zone applies its own rules and regulations. Another municipal councillor, Rakesh Prashar (Congress) alleged that MCL officials were unnecessarily putting objections on issuing TS-1 to harass the public.
In reply, municipal commissioner expressed his concern over the issue and assured to look into the matter. Tanvir Singh Dhaliwal, a municipal councillor of the SAD, demanded to make slip roads for expressway bridges and to the double Sua Road. He also demanded the construction of a flyover at Shastri Nagar as school children meet with accidents at this point very often because of the railway crossing. Varinder Singh, Councillor from ward No.60, claimed that till date no developmental work has yet been done in his ward. Reacting to a comment passed by one of the BJP councillors, Municipal Commissioner told him that “don’t get personal”. Commissioner said that he was trying his best to do the work for people of the city.
The SAD councillor Jagbir Sokhi, rued that, sewerage was not cleaned properly during the rainy season. He pointed out that he used to get this work done by spending money from his own pocket. Replying to it, Municipal Commissioner said he had already passed orders for carrying out the work at a speedy pace. When the issue of the under-construction sports stadium on the Pakhowal road was raised by the councillors, municipal commissioner announced that the stadium would be completed in August.
