Amritsar: Additional Sessions Judge Amritsar on Wednesday convicted seven accused in a classic case of Insurance Murder scam in which two innocent labourers were charred to death in a car in 2014. The accused had hatched a shocking conspiracy to claim insurance of several crore rupees from different insurance companies.
The court convicted Sahib Singh, Jasbir Kaur, Sukhchain Singh, Sarabjit Kaur, Avtar Singh, Ranjit Singh and Nishan Singh. One of the accused, Ranjit Singh died during the trial.
The main accused Surinder Singh, his sons Sukhwant and Mukhtiar Singh, residing in Australia, and Balwinder Singh were declared Proclaimed Offenders (PO) by the court. Surprisingly, till today police have failed to identify the victims who were charred to death in the car and without their identity case has been decided.
On January 22, 2014, at about 4 am, three persons were burnt alive in a Chevrolet Beat Car (PB-02-1670) on the GT Road, near Pingalwara in Amritsar and a DDR was lodged at Chatiwind police post. The police initiated inquest proceedings on complaint of Jasbir Kaur, wife of Surinder Singh, resident of H No 167, Rana Garden Colony, Maqboolpura, Amritsar. Surinder Singh was identified one of the deceased in the car.
Later on, one of the dead persons in the car was also identified from his mobile phone as Sahib Singh, a resident of Bhullar village in Ajnala and without further investigation this case was closed and death certificates were issued on the names of Surinder Singh and Sahib Singh.
In this case, both persons were insured with several crore rupees from different companies and their insurances were claimed by their wives.
Later on, Punjab Human Rights Organisation (PHRO) conducted an inquiry, on compliant of Sunanda, wife of Sahib Singh, shown dead in the incident and found that the incident was not a simple accident as shown, but a deep conspiracy in which three innocent labourers were killed and shown as Surinder Singh and Sahib Singh to claim insurance of several crore rupees.
During inquiry, PHRO found that Surinder Singh paid premium of Sahib Singh and got him insured to the tune of Rs one crore. It also came into notice that signature of Sunanda ie wife of Sahib Singh, being nominee were also fake on the policies as well as on claims. During the inquiry, it also came into notice that main conspirator Surinder Singh got himself insured to the tune of Rs two crore and more surprisingly, he has also taken insurance policy for his car from Future Generali India in which alongwith him four unidentified persons were also covered for Rs 10 lakh each in case of accident, which clearly showed the depth of conspiracy and criminal intention/mens rea of the conspirators.
From inquiry, it appeared that Investigation Officer of the case had totally failed to perform his duty and even relied upon the statements of the accused persons. No mobile details of Surinder Singh and Sahib Singh were collected during investigation to ascertain the truth. Although the bodies were completely burnt, but no DNA test was conducted and police only relied upon statements of families of the concerned persons. No efforts were made to identify the third body. Moreover, without proper investigation, death certificates were issued to the families, within a week, to defraud the Insurance Companies.
